how bad is the US at building infrastructure? france, spain, and italy (!!!) can build subways at 1/4th the cost of new york (and sometimes WAY WAY less) this should be considered a massive national embarrassment this is NOT bc EU countries are more efficient, but bc US agencies have to outsource design and mgmt, creating principal-agent problems we just don't have in-house govt capacity anymore
